In January 2026, the Chinese National Forestry and Grassland Administration and the China Forest Products Industry Association jointly completed the statistics on changes in China’s wood-based panel production capacity in 2025.
The 2025 data on China’s plywood production capacity and trend assessments have now been officially released.
By end of 2025, China has 5010 plywood manufacturers with total production capacity 246 million cubic meters annually. Average production capacity is 49.1 thousand cubic meters.
Capacity Changes of Different Types of Plywood
China’s plywood industry is showing a trend of fewer enterprises, increasing total production capacity, and continuous growth in the average production capacity of enterprises.
- The production capacity of plywood for furniture making and interior decoration accounts for about 37.8% of China’s total plywood production capacity, with a relatively balanced supply and demand.
- Plywood for concrete formwork accounts for about 24.2% of total production capacity, with production capacity still significantly exceeding demand.
- Production capacity for plywood used in packaging has further declined, accounting for about 16.7% of total production capacity.
- Blockboard accounts for about 14.0% of total production capacity, while other types such as plywood used for laminate flooring, container flooring, laminated veneer lumber, special plywood, and curved plywood account for about 7.3% of total production capacity.
Plywood Production in Different Provinces
Plywood manufacturing enterprises are distributed across 26 provinces, municipalities, and autonomous regions nationwide.
Among them, Guangxi and Shandong provinces have an annual production capacity of over 70 million cubic meters and 60 million cubic meters, respectively. Jiangsu province’s annual production capacity is close to 30 million cubic meters, while Anhui, Hebei, and Fujian provinces each have an annual production capacity exceeding 10 million cubic meters.
Plywood Production in Different Chinese Cities and Counties
Among cities, Linyi City has an annual production capacity of over 50 million cubic meters, Guigang City has an annual production capacity of over 20 million cubic meters, and Suqian City, Langfang City, Laibin City, Xuzhou City, and Liuzhou City each have an annual production capacity of over 10 million cubic meters.
Among counties, Fei County in Linyi City has an annual production capacity of nearly 30 million cubic meters, and Lanshan District in Linyi City, Gangnan District in Guigang City, and Shuyang County in Suqian City each have an annual production capacity of over 10 million cubic meters.
There are 1,200 plywood product manufacturers in Guangxi District, distributed in 14 prefectures and cities in the region, with a total production capacity of about 76.1 million cubic meters per year, accounting for 30.9% of the country’s total production capacity, and the ranking continues to maintain the first place in the country. Guigang City is still the largest plywood product production base in southern our country, with a total production capacity of 25.8 million cubic meters/year, accounting for about 33.9% of the whole region; The production capacity of Gangnan District is about 13.5 million cubic meters/year, accounting for 52.3% of the city; Laibin City and Liuzhou City have entered the ranks of more than 10 million cubic meters, with total production capacities reaching 11 million cubic meters/year and 10.2 million cubic meters/year respectively.
There are 1,340 plywood product manufacturers in Shandong Province, distributed in 15 prefectures and cities except Jinan, with a total production capacity of about 65.7 million cubic meters per year, accounting for 26.7% of the country’s total production capacity, ranking second in the country. The number of plywood product enterprises in Linyi City has further decreased, but the production capacity has increased to 54.6 million cubic meters per year, accounting for 83.1% of the province, and continues to maintain the position of the largest plywood product production base in Shandong Province and even the whole country. The production capacity of Fei County is about 28.2 million cubic meters/year, accounting for 51.6% of the city, and the production capacity of Lanshan District is about 17.4 million cubic meters/year, accounting for 31.9% of the city.
There are 620 plywood product manufacturers in Jiangsu Province, distributed in 11 prefectures and cities except Changzhou and Zhenjiang, with a total production capacity of about 28.6 million cubic meters per year, accounting for 11.6% of the country’s total production capacity, ranking third in the country. Suqian City’s production capacity is about 13.2 million cubic meters/year, accounting for about 46.2% of the province, and Shuyang County’s production capacity is about 11.7 million cubic meters/year, accounting for 88.6% of the city; Xuzhou’s production capacity is about 10.4 million cubic meters/year, accounting for about 36.4% of the province.
There are 280 plywood product manufacturers in Anhui Province, distributed in 15 prefectures and cities except Tongling, with a total production capacity of 13.5 million cubic meters per year, accounting for 5.5% of the country’s total production capacity, ranking fourth in the country. Suzhou City and Lu’an City are the main production clusters of plywood products in the province, accounting for 34.8% and 30.4% of the province’s production capacity respectively.
There are 300 plywood product manufacturers in Hebei Province, distributed in 8 prefectures and cities except Tangshan, Chengde and Zhangjiakou, with a total production capacity of about 12.3 million cubic meters/year, accounting for 5.0% of the country’s total production capacity, ranking fifth in the country. Langfang City’s production capacity is about 11.2 million cubic meters/year, accounting for about 91.1% of the province.
There are 250 plywood product manufacturers in Fujian Province, distributed in 9 prefectures and cities in the province, with a total production capacity of about 10.2 million cubic meters per year, accounting for 4.1% of the country’s total production capacity, ranking sixth in the country. Zhangzhou City is the main production agglomeration area of plywood products in the province, accounting for about 61.8% of the province’s production capacity.
By the end of 2025, among the 5,010 plywood product manufacturers in the country, there will be 314 national high-tech enterprises, 447 national science and technology small and medium-sized enterprises, and 26 national key forestry leading enterprises; There are 609 plywood product manufacturers in the country with an annual production capacity of more than 100,000 cubic meters, including 189 large production enterprises and enterprise groups, with a total production capacity of 37.39 million cubic meters per year, accounting for about 15.2% of the total production capacity; Among them, 2 production enterprises and enterprise groups have an annual production capacity of 500,000 cubic meters or more.
Nationwide Plywood Production
At the beginning of 2025, there were nearly 1,600 plywood production enterprises under construction nationwide.
Apart from Beijing, Shanghai, Tianjin, Qinghai Province, Ningxia Hui Autonomous Region, and Tibet Autonomous Region, the remaining 25 provinces and regions all had plywood production enterprises under construction.
By the end of 2025, a total of 1,187 production licenses for products such as ordinary plywood, flame-retardant plywood, blockboard, and flame-retardant blockboard had been issued nationwide.
At present, China’s plywood industry overall shows a situation where supply capacity exceeds consumer demand. The industry still needs to continue adjusting its product structure to adapt to changes in market demand and improve the quality of its development.
